Problems with EMF files on Surface Pro

The EMFs that we are seeing on the Surface Pro in our application (not in the test program) are exactly twice as large as they should be, if that is of any help/interest.

I found some problems to emulate the resolution of the Surface Pro 3 here (2160x1440). Finally I achieved it doing this, but I'm afraid I can't reproduce the problem with a virtual machine running the same OS and resolution:

Hello.
I compiled SurfaceProTestDelphi project on Delphi XE8 (TeeChart Pro v2016.19.161025 32bit).
Tested on device Pipo X10 (Windows 10 version 1511 build 10586.589).
There I have even bigger difference so I think it is because on surface desktop was scaled by 150% and on Pipo I have scaled by 200%.
